March 29 - New Scheme Shrinks Legionella Risks, Australia
The risk to the public of legionnaires' disease outbreaks, such as the one experienced in Wollongong during February, are being greatly reduced by a new Australian Institute of Refrigeration, Air Conditioning and Heating (AIRAH) accreditation scheme.
AIRAH chief executive Jennifer Pelvin formally launched the accreditation program at a meeting of water treatment service provider companies in Melbourne.
"Improper maintenance of cooling towers is responsible for the majority of large-scale outbreaks of legionnaires' disease," says Pelvin.
"The AIRAH water treatment accreditation scheme gives building owners a mark of quality to distinguish the companies that are qualified to carry out maintenance on their cooling towers, taking the time and hassle out of the selection process. Using accredited companies will help to avoid repeats of public health disasters such as the Melbourne Aquarium case and the recent outbreaks in Wollongong."
Companies accredited under the AIRAH scheme have all undergone an independent third-party audit to ensure that they:
- Comply fully with the Victorian Code of Practice for Water Treatment Service Providers (Cooling Tower Systems)
- Abide by the AIRAH code of ethics for water treatment service providers
- Follow environmental and occupational health and safety best practice
- Only employ properly trained technicians
- Maintain appropriate insurance cover
After receiving their accredited, companies will to be audited on a regular basis to ensure they continue to meet the required standard.
"Using only AIRAH accredited water treatment companies for cooling tower maintenance will reduce the risk to building owners and promote better safety for the public," says Pelvin. "If your provider isn't accredited, ask them why not."
The scheme is currently in operation in Victoria and has the full support of the Victorian Department of Human Services. Discussions are being entered into to extend the scheme to other states soon.

JARN participated in each of three expos, the AHR Expo in the USA, Climatizacion in Spain, and Climate World in Russia, dispatching its correspondent to the RAC05 in the UK to cover these expos. Further, there were numerous new product seminars and conventions by Asian manufacturers.
AHR Expo - USA
As reported in the JARN February issue, the 2005 AHR Expo was held in Orlando, Florida, in the U.S. and set a record for exhibitors with 1,871 and recorded an attendance number of more than 45,000. One of the largest HVACR expos presented visitors with new products, new technologies and new services. More ductless or minisplits, among others, were on display than in the previous AHR Expo, and attracted the attention and interest of visitors, buyers, engineers, installers, building system designers, etc.
CLIMATIZACION - Spain
On the other side of the Atlantic Ocean, in Madrid, Spain, the CLIMATIZACION 2005 took place on February 23-26, gathering another 45,000 visitors from around the world.
Held biennially in Madrid, this international air-conditioning, heating, ventilation and refrigeration expo was attended by many HVACR manufacturers and distributors from a total of 40 countries including not only those in Europe but also, those in Asia such as Japan, China and Korea. The latest products and technologies were displayed by over 600 exhibitors in 8 halls in the grand 54,697 square meters of show site.
While many Asian manufacturers exhibited ductless and innovative air conditioners, there were many European manufacturers who displayed chillers and package AC units in their spacious booths. There were also manufacturers stressing ACs featuring the use of R410A refrigerant and air purifying systems. Environmentally friendly features were stressed by many manufacturers.

March 21 - Director of EPA Expresses View on F-Gas Regulation
Dr. Stephen O. Andersen, Strategic Project Director, the U.S. Environmental Protection Agency (EPA), delivered a lecture entitled the "Recent International Trends of the Ozone Layer & Climate Protection," at a lecture meeting held January 26 at the Mielparque Tokyo by the Japan Industrial Conference for Ozone Layer and Climate Protection (JICOP). while referring to the situation in which the F-Gas Regulation promulgated last year by the EU is going towards total phaseout of HFC134a for car ACs, he stressed, "A solution which can be an effective solution in a certain region, does not necessarily become so in another region where the climate is milder and the price competition is severe." While expressing a negative view on the EU's regulation, he explained, "The I-MAC30/50 agreement towards which the world's automobile industry is moving, aims at reducing the amount of HFC134a charged into/discharged from car AC compressors, and also at 50% curtailment of fuel cost. "Simply by making US$35 investment per unit, the fuel efficiency can be improved by 30% and several million dollars of fuel can be saved, thus contributing to economic improvements of countries depending on crude oil imports," Dr. Andersen pointed out.
He also drew attention by suggesting that "although the EU regulation is moving to use CO2 or HFC152a as an alternative refrigerant, the I-MAC30/ 50, by raising the hurdle of car AC performance, will serve as a good opportunity for proving that HFC134a is good refrigerant." Dr. Andersen also expressed this view, "In California, too, a regulation similar to the EU's is being implemented.
'Wise management' is possible if emissions from car ACs and refrigeration equipment are endlessly approximated to 0 by LCCP on the performance base, and refrigerant is always recovered when equipment is scrapped. So, a change in this direction is acceptable and may lead to the creation of the global standard."
March 20 - Heat Pump Water Heating Market Likely to Grow Further
The market of heat pump water heaters, one of all-electric home appliances, is expanding steadily. It is continuing to maintain two-digit growth because their features are friendly to residential conditions and have excellent economic advantages.
It is predicted that demand in fiscal year 2004 will expand to 120,000 units, about 1.5 times higher than in the previous year.
In the heat pump water heater market, demand for those using natural refrigerant (ECO CUTE), in particular, is growing rapidly.
In 2003 the market expanded more than expected in the industry, totaling some 80,000 units, about 2.8 times higher than in the previous year. In 2004, there was also much interest, so that reception of the second round of subsidy applications on October 1 was closed just on that day.
All-electric homes Such a rapid growth of the ECO CUTE market may be attributed mainly to the steady diffusion of all-electric homes, low running cost and environmental considerations. It may also be attributed to the positive appeals for the ECO CUTE on the part of electric power companies and makers.
The expansion of the ECO CUTE market will cause significant changes in the central water heater market. For a long time, the share of electric water heating has remained stable at 6% or higher. In 2004, however, it will very likely top 10%.
Reinforcing the all-electric business In an attempt to place the all-electric business as the mainstay of their future businesses, home electric appliance makers are positively developing new products and reinforcing their business system.
Hitachi Home & Life Solutions will launch an instantaneous high efficiency heat pump water heater using natural refrigerant as the new ECO CUTE model.
"We would like to secure more than a 20% share of the heat pump water heater market from the next year" said the company willingly.
Toshiba Carrier will take the offensive in heat pump water heaters using R410A by applying its compressor technology accumulated through RAC development.
The company intends to expand its heat pump water heater sales through its mechanical contractors' distribution channel.
March 18 - Samsung Holds New Product Conference in Beijing
At the end of Dec, 2004, Samsung Air Conditioner held its well-prepared 2005 new product conference with the theme "Health, Efficiency, and Style" in Beijing. There were some 100 people attending the conference, who were dealers, reporters, and senior management from the headquarters of Samsung in Korea and China.
Xu Yazhi, the Regional Project Manager (RPM) of Samsung Electronics China, introduced the new products that would be released in 2005. He also gave a brief description of the "Power 5 (Power Valuable Brand, Power Healthy System, Power Efficient Technology, Power Stylish Design, and Power Digital Control)" on the basis of which Samsung Air Conditioner will develop its business in 2005.
The new products of Samsung use a revolutionary "Silver Nano" technology, the result of a three-year study in Korea involving a team of 30 electronics experts and over US$10 million invested in research and development. Silver Nanospecifically billions of nano-sized silver ions (Ag+) are coated in the air-con's interior to prevent bacteria build-up in the machine. The coating also has a deodorizing effect: thus, Silver Nano air doesn't just feel pure, it smells pure, too. A Silver ion filter, meanwhile, strips and kills any harmful bacteria or fungi floating in the air.
Samsung AC also uses an independently developed DC inverter compressor, which has powerful cooling and heating ability. The compressor has diamond fins, which is a patent technology of Samsung. It also has some exciting characteristics such as an intelligent digital engine, digital airflow control, and digital display, which leads to a high efficiency compressor.
All these cutting edge technologies and Samsung's pursuit of perfection in the appearance of its product is no other than an illustration of the theme that the new product conference expressed.
